Cannot Start Reports Server. Engine trace rwEng.trc Shows "Fail to Load RW.DLL" (Doc ID 557280.1)

Oracle Reports Developer - Version 10.1.2.0.2 and later
Microsoft Windows x64 (64-bit)

Symptoms

Even after setting the PATH, ORACLE_HOME and REPORTS_TMP variables, you are unable to start the Reports Server on Windows.  You get error window "Fail to load rw.dll".

Also, the engine trace, for example rwEng-0.trc, will have

Error 55006 (EngineImpl:loadLibrary): Fail to load rw.dll..


If the parameters minEngine and initEngine are set to zero in <repserver_name>.conf file (located in %ORACLE_HOME%\reports\conf), then the Reports Server is able to startup, but as soon as a report is executed, it generates "Error 55006 (EngineImpl:loadLibrary): Fail to load rw.dll."
