Servlet Error when Accessing Portal from a Particular Middle Tier

Symptoms
When trying to access the Portal home page at:
http://<HOSTNAME>:<PORT>/portal/page?_pageid=<PAGE_ID>&_dad=portal&_schema=PORTAL
The following error shows up in the browser:
Servlet Error
The following errors appear in the Portal's application.log:
portal: [module=PortalServlet, ecid=<ECID>] ERROR: Repository
Gateway error: Database Error: ORA=12514 ORA-12514: TNS:listener does not currently know of service requested in connect descriptor
portal: [module=PortalServlet, ecid=<ECID>] ERROR:
oracle.webdb.repository.service.RepositoryServiceException: Unable to obtain Portal Repository version.
The Apache error_log:

Steps To Reproduce:
- Configure a Portal middle tier to connect to a Portal Repository.
- Access http://<HOSTNAME>:<PORT>/pls/portal
