Using IPM Web With Incompatible Browsers Produces a 404 Error (Doc ID 561357.1)

Symptoms

When using an incompatible browser, IPMWeb performs a browser check by issuing an HTTP GET:

/ibpmweb/Client/Incompatible.htm

It returns with a 404 error initially.  It works the second time around.
