OPMN Fails to Start with Error "NLS boot file not found or invalid" (Doc ID 562963.1)

Symptoms

10g:

When attempting to start OPMN in 10g, the following error occurs:

$ opmnctl start
globalInitNLS: NLS boot file not found or invalid
-- default linked-in boot block used
main: NLS initialization failed!!

No other errors observed from OPMN 10g log files such as ipm.log.


11g:

When attempting to start a Fusion Middleware 11g product with "opmnctl startall", the following message is shown:



Changes

 The issue can be easily reproduced by removing or renaming the "nls" folder as specified above and then executing in the shell any of the following commands:

$ opmnctl start
$ opmnctl startall
$ opmnctl status
$ opmnctl validate
