Auto-restart Setting Enabled Restarts Web Cache Every 30 Seconds

This problem can occur on any platform.
Symptoms
With auto-restart enabled, Web Cache is being restarted every few minutes.
According to event_log, the restart is happening every few minutes, which shows:

- no header name. Client IP: <IP>
[16/Apr/2008:23:58:26 +0200] [error 12419] [ecid: <ECID>] Dump of offending HTTP

connection count is 1.
[16/Apr/2008:23:58:26 +0200] [alert 8507] [ecid: -] Cache server process not running.
[16/Apr/2008:23:58:26 +0200] [alert 8509] [ecid: -] Starting the cache server.
[16/Apr/2008:23:58:26 +0200] [notification 9704] [ecid: -] Abort Issued. The program will shut
down immediately.
