LDAP Error: Unable To Check Credentials Of User. The Connection Is Not Available. (Doc ID 601533.1)

When trying to authenticate, using LDAP, the following error occurs:

Access denied to UCM Server managed resource. Error receiving response from primary server for
user authentication check. (Unable to check credentials of user. The connection is not available)

When checking the status of the LDAP Provider it shows 0 of 5 connections are good.
