Unable to Log In to Content Server After Upgrading from 7.5.2 to 10gR3 Version

The portal page for your Content Server needs to be rebuilt. Start the WebLayout Editor as a standalone application and select Update Portal... from the Options menu.
You follow these instructions and get the following error when trying to start WebLayout Editor:
E:StellentClusterSharestellentws_parbin\intradoc.cfg (the system cannot find the path specified)
