Multi Language Number Formatting with mod_plsql (Doc ID 603802.1)

Goal

In the mod_plsql procedure there is a need to use the Spanish_Spain style format for numbers. 

In addition the database language is set to American_America:

select * from nls_database_parameters
            where parameter in ('NLS_LANGUAGE','NLS_TERRITORY','NLS_CHARACTERSET');
    PARAMETER                      VALUE
    ------------------------------ ----------------------------------------
    NLS_LANGUAGE                   AMERICAN
    NLS_TERRITORY                  AMERICA
    NLS_CHARACTERSET               WE8ISO8859P1
