Login to OVD Manager as an Admin Fails With Server (401)Unauthorized (Doc ID 728479.1)

Symptoms

Login as an Admin user from OVD Manager console fails with:

Unable to login to server <HOSTNAME>:<PORT>: (401)Unauthorized
org.eclipse.core.runtime.CoreException: Unable to login to server <HOSTNAME>:<PORT>: (401)Unauthorized

Changes

Admin users were added in OVD instance >Security tab as

ldap://<LDAP_HOSTNAME>:<LDAP_PORT2>/dc=<DOMAIN>,dc=<COMPANY>,dc=com??sub?(&(objectclass=*))

so that all users under dc=<DOMAIN> are Admin users.
