Opening a Report that Contains a Trigger Fails with REP-1247: Uncompiled Program Units (Doc ID 728764.1)

Symptoms

A report is designed containing a trigger.
Example: An AFTER-PFORM trigger that sets the value of a user parameter that is used in the query.

The report runs fine in the Builder as it was created.

But when the saved RDF is opened in a new Builder session, and while running a compilation error occurs:

        REP-1247 There exists uncompiled program units.
