Oracle Access Manager 10g/11g Protected Application Form Login Looping Using Internet Explorer

Symptoms
Login to OAM-protected application using Challenge Redirect loops continuously between the Resource and Authenticating WebGates in IE browser.
There are two web servers, one for OAM authentication - Authenticating WebGate - and one hosting the application - Resource WebGate.
The form login is successful with both IE and Firefox, where the protected resources are on the same webserver/hostname as the Authenticating WebGate.
However when the application protected by the Resource WebGate on the different server is accessed
using IE it goes into an infinite loop after valid credentials are submitting in the login form.
The problem does not reproduce with FireFox.
