OID 10g DS_ATTRSTORE Is Growing In Size With No New Directory Objects Being Added

Symptoms
2 OID infrastructure nodes in HA cluster both using a single DB instance.
Following recovery from a hardware failure on one of the cluster nodes, the DS_ATTRSTORE table in the OID database was growing consistently.
oidmon.log showed that oidmon was continually trying to start OID on each node even though the oidldapd process was running and ldapbind was successful on both nodes.
No new user entries were being added. An ldifwrite of the directory showed no duplicates or suspicious entries.
-- Business Impact:
Tablespace had to be regularly increased to accommodate the growth.
Changes
Following recovery from a hardware failure on one of the cluster nodes the oidldapd processes were running but were not registered correctly in the ods_process table.
