SQL*Plus in OracleAS 10.1.2 Home Still Shows As Version 10.1.0.4.2 After Applying Patchset

Symptoms
After applying OracleAS 10g Patch Set 2 (10.1.2.2) or Patch Set 3 (10.1.2.3), the SQL*Plus banner still shows version 10.1.0.4.2, yet the Oracle Database client should have been updated to version 10.1.0.5 as a result of this upgrade.
<Note 329361.1> states, "The 10.1.0.5.0 Database client is automatically installed on Oracle Application Server 10.1.2.x instances that do not actually contain the Oracle Database".
The installation logs show no errors, indicating a successful installation. The make log from the installation shows that the SQL*Plus executable was modified:
The timestamp of the file $ORACLE_HOME/bin/sqlplus is unchanged from before the upgrade showing SQL*Plus executable was not changed by make.
