Web Cache event_log contains error "Capacity, as set by Web Cache, is exceeded for all origin servers" (Doc ID 747817.1)

Symptoms

Web Cache keeps giving the following errors repeatedly  in web cache event_log,  and the service is not available afterwards:

<ORACLE_HOME>/webcache/logs/event_log

[17/Jul/2008:08:14:34 -0500] [warning 14021] [ecid: 3148162197132,0] Capacity, as set by Web
Cache, is exceeded for all origin servers that are available for processing this request.
[17/Jul/2008:08:14:34 -0500] [error 11364] [ecid: 3148162197132,0] Network error response is
returned.
[17/Jul/2008:08:14:34 -0500] [error 11385] [ecid: 3148162197132,0] The request fails because the
service is unavailable.
