Opmnctl Process Hangs During Installation and Cloning Due to a Bug in the Opmnctl Script

Symptoms
The opmnctl process hangs and goes into a loop, executing opmnctl repeatedly and thereby increasing the number of opmnctl processes. Depending on how long the original process is allowed to run, you can end up with hundreds of opmnctl processes.
This problem has been observed in two scenarios.
- Cloning. The opmnctl hang occurs during the clone.pl process which invokes the opmnctl script.
- Universal Installer. The opmnctl hang occurs during the configuration assistant phase when OPMN attempts to start processes for the first time.
