 How is the Oracle Application Express runtime environment administered?
 Is it possible to convert a Runtime Environment to a Full Development Environment?
 After installing Oracle Application Express runtime environment, I see several PUBLIC synonyms which don't point to anything.
 Is the ADMIN account used at all in the Oracle Application Express runtime environment? I still see a record for ADMIN in FLOWS_030100.WWV_FLOW_FND_USER / APEX_XXXXXX.WWV_FLOW_FND_USER (versions 3.2 and above)?
 If I hadn't done the install of the runtime environment myself, how could I, as a DBA, not a developer, differentiate between a runtime environment and a full development environment?
