Unable to Execute Service EDIT_RENDITIONS ... Could Not Find the Parameter 'HttpWebRoot'‎ (Doc ID 757440.1)

Goal

When adding an attachment to an existing content item, the following error message is received;

Content Server Request Failed
Unable to execute service EDIT_RENDITIONS and function editRenditions.
(System Error: There are no available database column slots for a zipped collection of attachments
or renditions.)

NumAdditionalRenditions=2 is added to config.cfg and the above error gone and a new error follows:

Content Server Request Failed
Unable to execute service EDIT_RENDITIONS and function editRenditions.
(System Error: Could not find the parameter 'HttpWebRoot'‎.)
