Export to Excel Does Not Work in HTTPS Mode in IE Browser (Doc ID 759244.1)

Symptoms

A procedure is created to create an Excel file and open it in a browser.  The procedure is the same as that described in this note:
Note 561075.1  How To Programmatically Generate An Excel Sheet Report For Download From Portal

This procedure works as expected in both IE and Firefox browsers when using non-SSL mode.
When running in SSL mode, the procedure runs fine in Firefox but does not run successfully in IE version 6 or 7. The following message is seen in a popup:

 ' Unable to access file ...'.

A similar problem is seen when trying to access an Excel file directly from OHS in IE. e.g. https://<HOSTNAME>:<PORT>/<FILENAME>.xls
