Creating or Opening a Custom Script In IPM Builder Using Vista Causes "Class not registered" Exception Error (Doc ID 760911.1)

When creating a new custom script or opening a pre-existing custom script in Builder from a Windows Vista client, the following error is received:

Class not registered (Exception from HRESULT: 0x80040154(REGDB_E_CLASSNOTREG))

After clicking "Ok" on the error dialog nothing happens.
