It has become apparent  of some upgrade issues with Application Express when a database is upgraded to or, and the database being upgraded also contains Application Express.

Scenario 1: Database Contains Application Express and is Upgraded to

In this scenario, the database upgrade process incorrectly tries to apply a patch to Application Express. At the end of the database upgrade Application Express will be invalid.

Scenario 2: Database contains Application Express 3.1 or later and also contains a FLOWS_ schema from Application Express 2.2 or earlier (but does not contain the FLOWS_030000 schema), and then is upgraded to database or
