Captovation Web Capture Service Will Not Start (Doc ID 763078.1)

Symptoms

After starting the Captovation Web Capture service, the service fails to start successfully.  The Services dialog box appears with the following message:

Could not start the Captovation Web Capture service on Local Computer.

Error 1053: The service did not respond to the strart or control request in a timely fashion.
