Goal
If a Jolt client tries to connect to a domain where all of the configured JSHs' connections are already assigned to other clients, the client trying to connect hangs indefinitely.
For example, if JSL is configured to have a maximum of 2 JSHs each with a maximum of 10 concurrent clients, when the 21st concurrent Jolt connection is attempted, the client hangs forever (or a really long time) rather than throwing an exception.
