Goal

After applying patchlev 311 for Tuxedo 6.4, when calling 'tpnotify()' from a WS Client that uses FML buffers, the
following error messages appear in the ULOG:

100918.ieds10!WSH.7415: LIBTUX_CAT:1555: ERROR: Unsolicited message encoding/decoding failed (_tmencdec(TMDECODE)
tperrno=12)

This problem does not occur if a native client is run, or if String buffers are used.
