PR/TUX 6.4 - WS Client: Unsolicited message encoding/decoding fails for FML buffers - CR045065 (Doc ID 767636.1)

Goal

After applying patchlev 311 for Tuxedo 6.4,  when calling 'tpnotify()' from a WS Client that uses FML buffers, the
following error messages appear in the ULOG:

100918.TuxMachineName!WSH.xxxx: LIBTUX_CAT:1555: ERROR: Unsolicited message encoding/decoding failed (_tmencdec(TMDECODE) tperrno=12)
100918.TuxMachineName!WSH.xxxx: WSNAT_CAT:1112: ERROR: Failed to process notification message

This problem does not occur if a native client is run, or if String buffers are used.
