Goal

Since Release 6.4, the BRIDGE has had a feature to limit the maximum number of bytes pending to be sent on the network
due to flow control.  This feature was implemented to avoid excessive growth of process memory size during periods of
extremely heavy network processing.

GWTDOMAIN also sends large amounts of data over network interfaces.  In large configurations, GWTDOMAIN has
experienced similar excessive growth of process memory size.
