Goal

tuxedo/cmdtux/BBL.c has following logic for license check.

                if ((rte->rflags & CLIENT) &&                     
                        (strcmp(rte->usrname, "tpsysadm") != 0) &&
                        (strcmp(rte->usrname, "tpsysop") != 0) && 
                        (strcmp(rte->cltname, "tmadmin") != 0) && 
                        (strcmp(rte->cltname, "ISH") != 0) &&     
                        (strcmp(rte->cltname, "JSH") != 0) &&     
                        (strcmp(rte->cltname, "WSH") != 0))       
                        cltcnt++;                                 
There seems to be a problem of counting towards the client license.
