Goal

The following message appears in the Windows event log:

  Source: Perflib
  Event Type: Error
  Description: The Open procedure for service "Tuxedo IPC Helper" in /path/to/directory/Tuxedo/bin/libgp.dll failed.  Performance data for this service will not be available.

The message is logged regularly -- about every two hours.
