Goal

Using Oracle 9.2.0 drivers to make a THIN JDBC connection to an 8.1.7 Oracle database via WebLogic JDBC Pools.
Now getting "java.sql.SQLException: Io exception: The Network Adapter could not establish the connection"
errors.
