Goal

We bundle a built-in parser based on Apache's Xerces 1.4.4 with WLS 7.0. The Xerces parser delivered with WLS 7.0 SP2
has many synchronized methods.  Because synchronization threads can line up waiting for a lock on the synchronized
method, it can appear as if the server is hung.
