Goal

JRAD crashes repeatedly.  Both JRAD and JRLY must be restarted in order to stop the crashes.  The following errors
typically appear in the ULOG:
070228.TuxMachineName!JRAD.xxx.1.0: JRAD_CAT:1504: ERROR: Memory allocation failed. Cannot send ESTCON 070523.TuxMachineName!JSL.xxx.1.0: JOLT_CAT:1592: "ERROR: Unrecognized message magic 14609646 "
