Jolt 8.1: repository editor fails with java.security.AccessControlException (Doc ID 776456.1)

Goal

After installing Tux 8.1 RP155 in which new Java properties were added for Jolt -- namely, JOLT_BINDADDR,
JOLT_BINDMINPORT, JOLT_BINDMAXPORT -- the repository editor fails.

For example, the command "appletviewer ./RE.html" results in
  java.security.AccessControlException: access denied (java.util.PropertyPermission JOLT_BINDADDR read)
