Goal

DESCRIPTION:
GWWS cannot convert the response buffer between some encodings and UTF-8. The ULOG will output an ERROR message, and
the SOAP sent to client contains incorrect data.

If there has some ERROR on encoding converting, it should return a SOAP fail message to client, not incorrect data to
client.

The ULOG is:
