Symptoms

The following errors occur in WebCenter Capture (formerly Oracle Document Capture) when

 Create batch error:

There was an error while attempting to create the batch directory. There may be an existing batch directory with the same name, or you may not have sufficient rights to create a directory in the batches location.
Failed to set the batch id.
Operation is not allowed in this context.

Commit batch error:

Failed to Load file cabinets.
Error Number: 91
Error: Object variable or With block variable not set
