Restricted List For Account Field Seems To Be Ignored (Doc ID 783126.1)

Using profiles and rules, the account field (dDocAccount) has a restricted list defined in a rule. However, the restricted list is ignored and all accounts are showing on checkin/update/search pages. Why do restricted lists not work for dDocAccount?
