This problem can occur on Linux platform.
Symptoms
The issue can happen both on 10g as well as 11g version of Webcache.
WebCache fails to restart and the following entry is observed in ORACLE_HOME/webcachlogs/event_log ( 10g) . If 11g, the error will be observed in the event_log file under the directory $ORACLE_INSTANCE/Diagnostics/logs/WEBCACHE/<instance_name>
