WebCache Fails to Start: "Could not increase the number of file/socket descriptors to X" (Doc ID 785465.1)

Web Cache - Version 10.1.2.0.2 to 10.1.2.3.2 [Release AS10gR2]
Web Cache - Version 11.1.1.2.0 to 11.1.1.9.0 [Release Oracle11g]
Linux x86
This problem can occur on Linux platform.


Symptoms

The issue can happen both on 10g as well as 11g version of Webcache.

WebCache fails to restart and the following entry is observed in ORACLE_HOME/webcachlogs/event_log ( 10g) . If 11g, the error will be observed in the event_log file under the directory $ORACLE_INSTANCE/Diagnostics/logs/WEBCACHE/<instance_name>

descriptors to 1100.

[23/Feb/2009:15:31:03 +0100] [alert 9707] [ecid: -] Failed to start the server.
[23/Feb/2009:15:31:03 +0100] [alert 9609] [ecid: -] The server process could not initialize.
[23/Feb/2009:15:31:03 +0100] [notification 9610] [ecid: -] The server is exiting.
