Unable to Edit IPM Document Annotations Because the Annotation is Already Locked

Information in this document applies to any platform.
When a user opens a document in an Oracle IPM Viewer and attempts to add or remove an annotation, the following message is received:
Message received when using the Windows client:
"Annotations are currently locked by: machine\UserName"
Message received when using the Web Client
"Annotations are currently locked by another user"
