"Notice Of Expiration" Emails are not being sent out. (Doc ID 801683.1)

Symptoms

'Notice of Expiration' (via email) settings have been turned on, but email notifications of
content expiration are not being sent.

Content Server "scheduledevents" tracing shows the following error at the time when the notifications should be sent which is once a night at midnight by default.
