-- Problem Statement:
On Content Server 10.1.3.3.3 after bringing it down and then back up on a different host in the
cluster so its hostname changed, When attempting to start up the content server the SctLock provider will not start and the following error is seen in the provider information page:

ERROR
Connection Error: The server socket has not been properly initialized.
