csDbUnableToCreateResultSet Error when Starting Content Server (Doc ID 818244.1)

Symptoms

Content Server fails to start with the following error:

Failed to initialize the server.
(internal) 04.20 10:52:10.930 main !csFailedToInitServer
(!csDbUnableToCreateResultSet,select dDocName from Revisions where dID=0!$executeQuery method
cannot be used for update.)-exception stack
