Link fails applying Patchset 10.1.2.3: Error in invoking target 'proxy_install runm_install' of makefile ins_reports.mk

Symptoms
When applying the AS 10G R2 10.1.2.3 patchset (<patch 5983622>) to a Forms and Reports Standalone 10.1.2.2 instance the installation fails when relinking ins_reports.mk.
The installActions log shows the following error:
