Receiving "Error updating database design" When Attempting to Update the Database after a Change

Symptoms
After creating a new custom metadata field, the following error is received when trying to update the database by clicking the "Update Database Design" button:
Error updating database design. Unable to execute service UPDATE_META_TABLE and function syncTableWithFieldInfo.
(System Error: Unable to create result set for query 'SELECT * FROM IndexerState WHERE 1=0'. ORA-00942: table or view does not exist)
