This problem can occur on any platform.
Symptoms
You have installed SOA Suite version 10.1.3.3 or 10.1.3.4 using a non-OC4J Application Server, either onto WebLogic, WebSphere, or JBoss.
You go to the ESB Control at http://<hostname>:<port>/esb, select an ESB service, then the "Definition" tab. Check the SOAP Endpoint URI at this page and the following is seen:

The SOAP Endpoint URI is grayed out. Going to the URL in a browser results in the following error:
