Goal

When a PL/SQL Web Service generated using JDeveloper 11g / Weblogic 10.3.2 passes data in Oracle object types and collections as parameters, using any other character sets besides US7ASCII, WE8DEC, WE8ISO8859P1 and UTF8, the return values are returned as question marks ( "???" ).

This happens because Globalization / Internationalization is not being used by the JDBC Driver here.
