Excel Documents Timing Out In Refinery And Resubmit Fails (Doc ID 848287.1)

Symptoms

Excel documents are timing out in refinery conversion and need to be resubmitted for conversion.  However, after re-submitting the documents for conversion, via the Repository Manager applet or the document information page ('Resubmit' button), the conversion fails again.
