'idcplg' Directory Not Created After Inbound Refinery Install (Doc ID 852872.1)

Goal

When installing Inbound Refinery and the "configure the web server manually" option has been selected, the "idcplg" subdirectory is not created in the Inbound Refinery server directory. In the Inbound Refinery install guide, it instructs how to manually configure IIS.  There are instructions on how to create a virtual sub-directory and tells you to specify the "idcplg" folder. How can configuration proceed if that directory does not exist?
