When running a report request that use to run successfully, now fails with the following errors:
REP-0002: Unable to retrieve a string from the Report Builder message file
REP-271468673 Unable to retrieve a string from the Report Builder message file

Steps To Reproduce:

1. Run a report that use to run successfully in the production environment, now fails with the following errors:

REP-0002: Unable to retrieve a string from the Report Builder message file
REP-271468673 Unable to retrieve a string from the Report Builder message file

2. The error does not occur for all reports
