Registering A Database In AD For EUS Via OVD Fails With TNS-04409 TNS-04405 (Doc ID 861099.1)

Symptoms

Registering a database (DB) with Database Configuration Assistant (DBCA) for Enterprise User Security (EUS) into Active Directory (AD) via Oracle Virtual Directory (OVD) 10.1.4.3 fails with:

Unable to create database entry in the directory service, - TNS-04409:
Directory Service error caused by oracle.net.config:
DirectoryServiceException TNS-04405: general error caused by oracle.net.ldap.NNFLException

Even though it fails, some (but not all) entries are created under the SID's entry under cn=OracleContext.  For example, the failed database shows naming information in its AD entry.

All registration attempts are made authenticating as the OVD Admin <OVD_ADMIN_USER> account.

If attempting it again with another SID on the same box, then everything works on that database, and AD
users can authenticate. The failed attempts are recognized in subsequent DBCA registrations as databases eligible for deregistration.
