Committing to IPM Process with Empty Required IPM Workflow Field Does not Stop the Commit Process

This problem can occur on any platform.
Symptoms
If a rule for the meta-data is not met when committing to IPM workflow from Oracle Document Capture, the context document is created in IPM. However the package is not created in IPM Process. The batch is then deleted from Oracle Document Capture and no package is ever created for IPM Workflow.
