opmnctl startall Hangs. OIDCTL.log shows ORA-28000, ORA-28000: the account is locked. Could not connect to the Database.

Oracle Collaboration Suite was brought down for monthly backups. The Infrastructure will not come back up. It is now hanging trying to start OPMN processes.
