Goal

The Server is a 10gR3 install with patch updates. System performance is bad going straight to
the database when using the query that is built from the Content Server with certain operators.
Anything that uses "is not null" will not use the Database index. Substring is also bad as
that will not use an DB index either. We are using CIS to send specific queries (Matches
operator) and starts with instead of substring but this doesn't fix the "is not null" problem.
What can be done to speed the queries?
