Environment Packager doesn't Create Package, Throws Java OutOfMemory Exception

Symptoms
After selecting "Start Packaging" for the Environment Packager , the web link to the completed package in the "packager" page points to a non-existent file. Refreshing the page to re-create the package while monitoring the server's activities, it does not appear that the Environment Packager is running. The logs don't indicate any activity from the environment packager.
Only the following error message is seen in the Content Server logs;
Exception in thread "EnvironmentPackager" java.lang.OutOfMemoryError: Java heap space
